Understanding Indonesia's Visa on Arrival Policy

The opening of Visa On Arrival (VOA) facility for foreign tourists from 42 countries who want to visit Bali is enthusiastically welcomed by the public. On the other hand, the opening of a Special VOA for Tourism in Bali also generate questions, including about the period of stay and its extension. So, what is the difference between foreign tourists from other countries who use Tourist Visit Visas? Sub-coordinator of Public Relations of the Directorate General of Immigration, Achmad Nur Saleh, revealed that foreign tourists who use VOA get a shorter stay than holders of a B211A Tourist Visit Visa. “A Visit Stay Permit (ITK) for foreign tourists holding VOA is valid for 30 days and can be extended only 1 (one) time, with a stay period of 30 days. Meanwhile, Tourist Visit Visa can be granted for a period of stay of 60 days. Visit Visa can be extended to ITK up to 4 (four) times. Or in other words, you can stay in Indonesia for a maximum of 180 days,” said Achmad. In addition, he continued, a Visit Stay Permit originating from VOA cannot be transferred. Unlike the ITK from a Visit Visa, which can be converted into a Limited Stay Permit (ITAS).


“VOA can be applied without the need for a guarantor/sponsor. That’s one of the reasons ITK originating from VOA cannot be changed to ITAS status,” he said.

On Arrival Visas for foreign tourists from 23 countries determined by the Government of the Republic of Indonesia can be submitted by foreign subjects by attaching a passport that is still valid for at least 6 (six) months, a return ticket or a forward ticket to another country, and other documents required by the Covid Task Force. -19. These documents include RT-PCR test results, Covid-19 vaccination certificates and proof of accommodation/hotel payments.


“Today, Monday 7 March 2022, the Minister of Maritime Affairs and Investment, Pak Luhut, confirmed through a press conference that foreigners who wish to be free from quarantine in Bali must show proof of payment for accommodation/hotels for a minimum of 4 (four) days,” he said. Meanwhile, foreigners who apply for a B211A Tourist Visit Visa must prepare more complete documents. The requirements include a passport, application letter and guarantee, proof of ownership of funds (savings) worth 2,000 US Dollars, return ticket or forward ticket to another country, color photo size 4×6, to health insurance/travel insurance with a total health cost coverage of Rp. 25,000 US Dollars. “They must also include a statement that they are willing to comply with health protocols in Indonesia, and proof of payment for travel/hotel services. The guarantor must be a travel agency or hotel located in Indonesia. Visa applications are made through the visa online.imigration.go.id website,” concluded Achmad.

How much will it cost?

The Special VoA Tariff for Tourism is Rp. 500,000, in accordance with Government Regulation no. 28 of 2019.

Which Citizens Can Enter Indonesia with VoA?

From previously only 23 countries, currently VoA, especially for Bali tourism is opened for 42 countries. Currently VoA is only applied to foreigners who land in Bali and the Riau Islands.
